Morning Sessions
Who has the COBRA responsibilities? What employers must comply with the Federal COBRA law? Discussion includes the small employer calculation, part-time employee formula, common employer percentage and who is eligible for COBRA continuation.
What is a COBRA Plan? It is much more than just health insurance – it includes health, dental, vision, Rx, Health FSA and some EAP plans.
When is the COBRA qualifying event? When do they lose benefits?
Where should the COBRA notice be mailed? What about dependents that do not reside with the employee?
Why - Discuss the purpose of the COBRA continuation law.
How should COBRA notices be provided? Certified Mail has lost in court! There is a much better way.
And it is not just COBRA that is changing – We now have Final HIPAA Regulations as of December 30, 2004, that began impacting July 1, 2005. These Final Regulations will be covered.
Afternoon Session
The afternoon session will review the criteria of Flex Plans, HRA Programs and HSA Accounts – how they are established and run, best practices and some of the most common mistakes.
We will also discuss what is new in each program and
explore a side-by-side comparison. Some changes to the Plans may make them look even MORE alike!
About our Instructor
Ouida Peterson is the owner of ATTITUDE IS EVERYTHING and part-owner of CompLink, a COBRA, HIPAA and 125 Compliance Administrative Service. Her business time is shared with public speaking engagements and insurance sales and consulting. Mrs. Peterson has been involved with the COBRA and HIPAA regulations since the introduction of the laws. Much of her practical knowledge of the insurance industry and these laws comes from her 23 years of experience working for Blue Cross and Blue Shield and 30 years of working with the Agent community.
Mrs. Peterson has conducted over 700 seminars and approved Continuing Education classes on topics involving insurance legislation, especially COBRA and HIPAA. She was honored 1996 by NAHU as the first recipient of the William G. Wetzel Excellence in Public Speaking Award. She has also received the NAHU Distinguished Service Award and numerous Texas Association of Health Underwriter service awards including the Outstanding Texan of the Year and in 2000, the Association’s most coveted honor of recognition, the Hollis Roberson Award. She is recognized as a Charter Board Member of the National Association’s Education Foundation and has served on the State Association Board since 1993.
